Implemented in October 1998, NDIS comprises the national-level portion of CODIS, which contains the DNA profiles that participating federal, state, and local forensic laboratories contribute, including those in all 50 states, the District of Columbia, Puerto Rico the federal government, and the U.S. Army Criminal Investigation Laboratory. In 1994, the DNA Identification Act authorized the establishment of the NDIS and specifies the categories of data that may be included (i.e., convicted offenders, arrestees, legal detainees, forensic cases, unidentified human remains, missing persons and their family members) as well as the quality assurance, privacy, and expungement requirements for participating laboratories.
